I've been trying to get rand v0.8 from my dependency tree, so thought I'd contribute a patch upstream. I'm a bit uncertain exactly what we want to re-export here; the rand API has changed quite a bit between 0.8 and 0.9 (see the changelog). Let me know if you would like any changes making!
To avoid wasmtime having to change too much.
